Set within the fictional walls of Mvule High School, Prefects: We Make the Rules is a multi-layered East African teen drama series that chronicles an underground student revolution against structural bullying. Mvule High was built on foundational pillars of freedom, fairness, and personal integrity. However, the institution's disciplinary system has decayed under the dictatorial regime of the ruthless Head Prefect, Solomon, and his inner circle of student enforcers known as the "clippers". Storyline

Prefects utilizes the hyper-localized environment of a secondary boarding school to serve as a sharp, relevant commentary on structural abuse, hierarchical power dynamics, and collective resistance within contemporary African societies. The narrative arc sets up a stark dichotomy between the school's historical ideals ("freedom to grow") and the everyday reality of institutional oppression enforced by student leaders. Solomon’s "clippers" govern Mvule Kingdom with an iron fist, converting disciplinary privileges into a mechanism for total submission and personal gain, showcasing how unchecked authority breeds systematic intimidation.  Lisa Suubi’s entry provides the critical disruptive element to this rigid social hierarchy. As a scholarship student from an outsider background, she lacks the economic and social safety nets of her wealthier classmates, making her an easy initial target for the prefect guild. However, the wrongful accusation acts as a catalyst rather than a deterrent, motivating her to challenge the system entirely. The narrative consciously avoids standard individualistic tropes; the show instead focuses on the mechanics of community organizing and collective unity. Lisa balances her natural leadership with an inclusive inner circle, where every outcast peer contributes a specific talent—ranging from technical diversion to theatrical execution—to pull off complex, high-stakes tactical operations.
